How do I cite information that is quoted within another source, for example, a literature review?

According to APA guidelines, the best practice is to cite directly from the original source (rule #8.33).

However, if you do not have access to the original source, it is acceptable to use the secondary source to cite the quotation.

For more on this, see the APA Style website.
